If its 'mad cold down here' it sounds like you are not getting a good heat transfer between the CPU and the heat sink, seeming that you got a new heat sink, you should solve your problems when you attach it, make sure you use a thermal grease to allow the heat to transfer between the heat sink and the cpu better,
My 2 cents on what i think may have happened:
The heat sink and CPU became separated by some degree so that the heat was not transferring well. This happened to a friends computer, the manufacturer did not attach the thermal stuff wrong (they went with a cheep pad thing) and it only covered half of the die of the CPU so half got the heat taken off and the other half did not, this caused massive heat problems. We took it off, scrapped the crud that was on it off and put some artic silver on it, and it dropped the temp by 35 F (no kidding)
