Calmly explain to him what you meant. He didn't understand what you meant when you offered to stay late, that's all. Simple miscommunication.
Incidentally, if you can't give people a shell account without them screwing up the server, you've got more problems than just a stupid boss. Are you patch-current? There shouldn't be any real risk associated with creating unpriveledged shell accounts.
