I would hope that any person who carries a firearm does more than the minimal requirements imposed by the state.

Taking the basic gun safety course doesn't come near preparing a person for utilizing lethal force in their defense.
The fact the person in question here is a former law enforcement explorer should help, but she should still hit the range every couple of months at a minimum.
