Yes, the 2.8C are better processors than the 2.8E's.
Everything looks good, however that case will probably be a bit on the noisy side with the 80mm fans. That may not be a big deal for you, but when I first assembled a system I was thinking that I needed as many 80mm fan spots as possible, so I got a case that had 4 80mm fans. I replaced it 6 months later because of the constant loud noise with an Antec Super Lan Boy which uses two 120mm fans. The cooling staye dthe same, however it no longer sounded liek someone was always vacumming in my room
