Oral sex IS sex! Manual sex IS sex! What you weren't doing is "fucking"! I can understand that that is a whole different thing.
You also said you weren't ready for the responsibity of sex, which is worrying about pregnancy, birth control, etc. I think it's marvelous that you are strong enough to say "no". You're still very young and should focus on your goals. You've got lots of time.
Perhaps with another, more loving guy you will change your mind. That guy sounded like all he wanted another notch in his belt.
I wouldn't recommend waiting until you're ready for marriage. Hell, I wouldn't recommend marriage until you're at least forty!
