take everything out except for the essentials. mobo, processor and probably 1 stick of ram. try to boot. if it boots fine, start adding items 1 at a time. sometimes, it's just a matter of not having ram plugged in all the way. do you have a cooling fan on the processor and a heat sink? if you do, make sure the contacts are made, sometimes the processor gets hot enough to just shut down. it doesn't take any more than 15 seconds for the processor to get really hot.
if it still doesn't boot, try the other stick of ram and work it all over again.
as i said...try removing everything. no ide cables, no floppy cables, no front usb plugs, no nothing. it helps to narrow the problem down.
