The correct reading should run, it is more than certain God would NOT condone such a means.
Indiscriminate killing, indeed any killing at all, goes against His own rule, that we shall not kill. The cowardice behind the attacks, impersonal as they are, itself is a sin, or against the law of God.
Again, God would not condone such blatantly evil deeds, as terrorism.
