Well, discounting five vehicles and five new game modes (Onslaught, Double Domination, Bombing Run, Mutant, Invasion), the new weapons (mine layer, grenade launcher, AVRiL) an old weapon returning to the fold (sniper rifle), four new features (voice-over IP, proxy broadcast, voice recognition, text-to-speech)--I would have to agree, it's just UT with some astonishing graphical improvements.
As to Halo's vehicular originality, you may want to consider familiarizing yourself with Tribes

. Personally, I think vehicles respond a lot better with standard keyboard movement and mouse camera control. But to each his own.
