I run a 2Gig Athalon with ou tthe case fan. The case fan will just increase the LONG term life of your components, so week shouldn't hurt them much if any. If you case feels like you could cook eggs on it, you may want to reconsider.
It prob doesn't matter to you anymore but I believe HSF = Heat Sink Fan.
An enjoyable game for all the kids to play. Start up your system with our a heat sink or heat sink fan. An Iwill mother board I bought tied in the fan in a strnage way so when I was just trying to debug why the durn system wasn't Self Testing. Long story short...too much current went to the CPU and in less than a second I started seeing the smoke inside the chip start to come out for me too see it and smell it.
