What bothers me the most in this article, even more than a general lack of topless women, is this:

How does the "complexion of a protest" change? Wouldn't it still be a protest? And who defines lewd?

Is sounds like a threat, to me.

I'd expect some unnecessarily heavy-handed policing when all this goes down.
