Honestly, I don't know why that would happen - can you not change the name to .exe AFTER it's saved through Windows?
That said...and I hate to answer a question with "use this nistead" but it really applies here...go to www.mozilla.org and get that. You'll be MUCH happier I think. It's basically Netscape (coded by some of the same people but also open source so it has lots of little addons at www.mozdev.org as well) but it DOESN'T have all those ads and stuff. And most of the time it gets features before Netscape does.

wow that IS very odd because after it's downloaded you should be able to rename the file just fine - if it's just a problem with Netscape.
Try closing Netscape completely - all windows AND the taskbar quicklaunch if you use that - and THEN try to rename the file through Windows. If it is a problem with Netscape I don't see any reason why that shouldn't work. As for a permanent solution, I'm still in the dark as I don't even know what's causing it to get an idea.

I don't know why it is happening but this might work to change the ending:
In Explorer, got to "Tools" -> Folder Options and somwhere in there is a choice to "Hide extensions of know file types" Make sure this is unchecked. After doing this, right click on a file and choose "rename." Change the ending from ".jpg" to ".exe" and the program should work. It will ask if you are sure you want to change the extension because it might not work properly after that, but yes you want to change it to .exe
