Controlling upload and download speed
I've been searching for a program that could limit the upload and download speed for other programs. I know there are some that can limit speed individually for each program, but I want something that could assign a limit to a certain group of programs and let them fight for whichever gets more. I hope this makes sense. Is there anything out there that could do this??

well, netlimiter is the first prog that comes to mind in general, but it's been a while since I've had it installed to see if it also allows this 'grouping' you desire.

Many firewall products can do traffic shaping but those I've used mean another box between your systems/network and the Internet. It can be a simple, cheap, diskless box but it's still another box. I take it you want something that runs on the same system, alongside your browsers, games, etc?

Yes, something that I can install on my OS. I have found the firewall boxes that you are talking about, but that is not what I'm looking for. I'll check out netlimiter. Thanks for your responses.
