I have this gif I found...

I'd like to change it so rather than saying "Back to work!", it says "Bad kitten!"

Can anyone help me out with this?

I'm sure there are some applications on download.com that would do the trick, but the one that jumps out at me right now is Jasc Animation Studio. It usually comes bundled with Paintshop Pro.

I'd recommend using gimp. Here's what I did in a few minutes with gimp:

Ok, from what I'm seeing, animation is done using layers in gimp?

Yup. Each layer is a frame in the animation. Link to a simple animation tutorial.
