Outlook Web Access
I found this out in google groups, but it has not been answered and is the same problem I am having... Any idea on how to increase the block sender list on the exchange server to allow more than 100? It is strange that Outlook has its own junk email capabilities, but that web access is on its own...

The limits are set by the Exchange server itself. Same thing applies to Rules. The set limit on rules is something like 4096 bytes I think. You will get the same error message when trying to add more than 30 or so rules.
It's hard-coded into the software. Don't know how to change it.
