I don't know if there's a program that will tell you how to distribute the files, but Nero has a backup program that will efficiently split a folder full of files across as many discs as needed. I used it to make and restore backups with much success.

I'll second Nero for backups.
For media files I just fit what I can in the most related fashion possible, be it alphabetical or topic related, etc. Then I sort the source folder by size and fill what's left with the biggest small files that will fit. |

A piece of software called DVDshrink is fantastic-FREEWARE
And to burn etc...I use CDBURNERXP PRO--also FREEWARE
