I'd like to be the first to say VirtualDub. Very powerful but can be a bugger to use until you get used to it (check the compression settings, ideally leave at 'direct stream copy' unless you want to fiddle with it).
And it's free...

v-dub doesn't save as mpeg...only AVIs. You want Tmpgenc.
www.tmpgenc.com there is a free and a pay version that has mpeg-2 support. here is the link to the free one: http://www.tmpgenc.net/e_download.html
