Character Set Problems

I recently installed the Japanese character set in IE (Windows XP) through Tools->Internet Options->General->Languages->Add. However, this has had the unexpected effect of making Japanese characters pop up in unexpected places...particularly when apostrophes or accents are involved. 'és' definitely renders a character. I can't seem to make it stop. I attempted to remove Japanese, but it won't quit. I tried unchecking the box marked 'Install files for East Asian languages' under Regional and Language Options, but that hasn't worked either. I've even tried adding French above Japanese in the language list (to give it preference). It's driving me mad. Anyone have any suggestions? I appreciate any help.
