What are Photoshop web templates?
I come across them now and then. They're said to be Photoshop web site templates. Are you supposed to somehow turn them into html to use them as templates for a site, or are they just example pictures of designs?

Photoshop PSD files are the method of choice for professional web designers. You can compile and entire website using the layers functionality of PS -- this will lead to a more uniform screen design and appearance for the entire website.
A second software package that comes bundled with Photoshop called ImageReady, utilitizes the same design PSDs and subdivides the graphical areas into manageable chunks. These chunks are subsequently compiled into an HTML table for display in MSIE, or similar web browser. So, when you see Photoshop web templates, you are seeing pre-ImageReady PSD files that have a basic design to which you can apply your own artistic capabilities, or immediately slice them into component graphics and HTML.
