If you're putting a 8X AGP card into a 4X slot, the only time you'll notice a huge difference is at massive resolutions (1280*1024 or higher) with anisoptric filtering and anti-aliasing turned on. If you run games at regular settings, then there won't be too much of a difference.
Now...putting a 4X card into a 2X slot would probably be a bit different. It would work, but I honestly can't recommend it. I've never tried it, and considering the last motherboards that only supported 2X AGP were made like 3 or 4 years ago, I don't think a 4X card would run very well in it at all. The last 4 X cards were made this year! 8X down to 4X is still ok, but I'd worry if it were from 4X to 2X. -Lasereth
