It's a mildly amusing joke
the real chances of someone being able to ascertain your pertinent information based on as little information as your IP are tiny and it has more to do with the joke being on those that don;t understand the nature of the internet good enough to believe the claims in that second page after you click "accept". The real amusment come from thinking about how many people have possibly been scared by that

Haha memories. There was a 'warez.com' site I went to circa 1996... it had a big message "We have recorded your IP and will begin working with law enforcement to bring you to justice" scared the crap out of me (I was 15 at the time). Well 8 years later and no swat teams have busted in my door. Just outta curiousity I went to warez.com today and it's now a warez site... hehe.
But stay away from kiddy porn. That's not good for anyone. |

Ermmm... I hate to say this, but why would you even consider going to a URL with "kidporn" in it anyway?
That should have been warning enough to you in the first place. Also, a lot of places scan for URLs their staff visit. If I was policing traffic and saw this URL pop up in a report of those visited, it would certainly raise my concerns about that user. Joke or not. Mr Mephisto |

Links can be made to look like anything... That's why someone would follow this link...
Hell, you could name it a real URL, like make it say "http://www.tfproject.org" but actually lead to the bad site. Not everyone hovers over the links they get to see where they really go. |
