Windows shell themer thingymajig?
 

Ok its hard to google for something when you have no idea what its called or what the type of program it is would be called heh...

Anyway: looking for that shell themer, see all these desktops with a totally changed layout (Windows) -- I had the site at one time but forgot it and im at a total blank on the name of the project...

Well it was free software, definitly not windowsblinds... it changes the whole way the desktop is layed out.

Did you take a look at their other programs?
