i use mIRC to chat on IRC, after 30 days they ask for you to pay a registration fee, but it isnt really required. I first paid the $20 after using it for about a year and a half. IRC is free, and there are plenty of networks and channels to chat on.

There are probably more irc clients than any other type of software in existance. IRC is old. Very old. And very free.
Nothing beats a unix curses client, in my opinion. I currently use irssi (http://irssi.org).

its an optional payment, if you bother to read the EULA.
also search google for irc client and you should get about ten million different options (an exageration obviosly, but you get the idea)
