Did you run the lockdown tool? In IIS make sure the web site is running. Make sure the WWW service has started.
Run the IIS lockdown tool and make sure you don't the the WWW service locked down. Does it work from your machine? Can you access it locally? |

Do you have port 80 open and forward to your server? A port scan won't reveal anything if you're behind a firewall.
IIS Lockdown secures the web server in relation to file and user permissions but doesn't do anything on the protocol side.
