If the mobo has built in video, it may be trying to use it by default.

Ohh yeah, what Spungfoo said reminded of a common problem. Sometimes a vid card won't work right if there is a card in the pci slot directly below it, or 2 slots down. Might try switching around your other pci cards.

Yes the computer does turn on. All the fans and everything work. I have also at this point basically disconnected everything except cpu,ram and video card. I have tried switching the ram as well as the video card. There is no onboard video. A friend told me that some motherboards will defualt to pci instead of AGP so I am going to try placing a pci video card in it tomorow and hopefully will see something then.

Monitor plugged in? Monitor connected to vidcard? Videocard doesn't require an internal power connection like a Radeon 9700?

Are you getting any beeps at all?

not all video cards work off the same voltage - hopefully you have not fried anything in there by putting a card that doesn't match your AGP slot's voltage (?)

longjohns said what i would think the problem is.

If the mo-board has power connections near the AGP, plug in.. if not... your card may be drawing too much power..hence... no dice when you power on.

It's either that...or it's not seated right. if neither of those work... well eh... could be a bad mo-board... has it EVER worked?

If you get no beeps and the screen does not not activate (i.e. it may turn on but it is as if it is in sleep mode) it may be a bad processor. I just found this out the hard way after trying different motherboards and power supplies. It came down to RAM or CPU and I switched the processor and it worked again using the old vidoe card, the old mobo, and the old ram.

Before you go out and buy anything, borrow equipment from friends to test everything out so you don't waste money.

I have actully found the problem. I want to thank everyone who offered advice. It actully turned out to be a bad motherboard (or atleast a motherboard that did not like the stick of ram)
