Graphic settings affecting mouse pointer?
I just got a new computer and the other day i was messing with the graphics settings. One thing i changed was the resolution because they had it set up way below the monitors capability. I noticed that when the mouse pointer moves across the screen it will pause for a second and then keep going. Anyone know what causes this. Ive tried putting all the graphic settings back to default but it hasnt fixed it.

As Wyodiver said, hard to tell without having access to your machine, but I'd say that if you changed the graphics settings back to exactly what they were before you noticed the problem then it is likely that's not the actual cause of your problem.
