Audacity is a very solid choice in the free/opensource category

My personal choice is the commercial option Soundforge which is definitely not free but worth the price if you need it - has some features not available in Audacity.

i'll agree that sound forge is well worth every penny, but audacity is everything a normal user would ever want with editing

if you are planning on exporting mp3's with audacity, besure to find the 'lame codec', it's not included, i think it works you though how to install it once you try and save as mp3 for the first time.

all the codecs should be on the audacity download site.
it takes a second to get used to the program, steep learning curve initially, but it gets much easier to use very quickly.

Just another voice for Audacity -- it really is an amazing program, free, and does a lot of stuff. It's pretty straightforward I found -- just need to remember that when you save something, you're saving it in an Audacity-specific file format. To get an mp3 or something else, you'll need to use the export function.
