Audacity is a very solid choice in the free/opensource category
My personal choice is the commercial option Soundforge which is definitely not free but worth the price if you need it - has some features not available in Audacity.

Just another voice for Audacity -- it really is an amazing program, free, and does a lot of stuff. It's pretty straightforward I found -- just need to remember that when you save something, you're saving it in an Audacity-specific file format. To get an mp3 or something else, you'll need to use the export function.
