When the Exchange servers were finally restored, the following email finally made its way to everyone's inbox, conveniently answering the “why”

This doesn't surprise me, urban legend or not (which most come from a similar situation). You'd be surprised how many of those IT professionals out in the world these days claim to know so much about what they are doing...and yet, so many (before seeing this), would actually agree to turning off the air conditioners when leaving the building. It's a lack of thought and common sense.

Except I don't think the person who did it was an IT person, it was just a guy who thought he was being conscientious.

Given the story is probably a fake, but if it wasn't an IT person, why would they have access to the server room?

He got an access card off the manager's desk according to the fake document.

This sort of did happen to us. Our primary A/C failed and the secondary A/C didn't kick on. It reached 120 degrees in our server room when that happened (late July in Memphis).

All of the Dell PowerEdges and SUN boxes crapped out. The ancient DEC Alpha 2100 was working just fine though. Nothing was permanently damaged though.
