Why when you click the 'New Posts' link does it sometimes show pages worth of stuff and sometimes just a few threads? Does it depend on how long ago the thread was last posted in?

It shows threads that have new posts in them since the last time you were on the TFP.

But what about when I have TFP open all day while at work. One time I check and there are like 4 pages, then next time only one page. Then I check later and it has like 3 pages?

It depends on the last time you were active on TFP, regardless of how long the window is open. If you check every five seconds, it just adds the new posts to the top of the list. If you wait half an hour with the window open, it'll give you all the new posts since the last time you checked.
