Track amount of time spent in forums?
Don't know if this is possible with vbulletin but maybe if restrictions (time limits) were put on certain sections per users the bad ones would be stopped, momentarily. Maybe something like PCReservation Software (http://www.interface.com/index.pl/pc...ation_software) but then again that's way out there. Something to consider though.
