Well, normally when a girl tells me she doesn't masturbate I assume she's a cute little liar and don't think much else of it.

I would say, start by not touching her vaginal area. Start by running her hands over her entire body. Pinch her nipples maker her whole body part of the experience. A little off topic, but I find it interesting that women seem to be able to talk about masturbation among themselves. Bathtub masturbation is great, as said above. Let the water run over the whole area down there and it feels great.

IMO, I think it's important that she be able to get herself off with just her fingers. I think if she relies on vibrators, it'll make having an orgasm from manual stimulation more difficult.
