Ok so I was in a porn store today in Vegas and they had an adult arcade. I looked at the rules though and it said you can't expose sexual organs or have sexual activities as well as having see through doors on the stalls. Call me naive but I thought people masturbated in these places but this seemed to be only for people to watch pornos and only get hot and bothered. Is this a vegas thing? This one shop? Just wondering.

Just cause the rules say that doesn't mean people actually fallow.

The health department isn't going to have a very high opinion of a place that allows bodily fluids to be spilled or exchanged. They don't officially allow it, and the health department doesn't officially shut them down.

There is a small chance that a cop might be undercover, though usually they leave them alone.
Depending on the setup you are sometimes allowed to go IN to a booth (large) with more than one person, but not allowed to keep a door unlocked waiting for a visitor.
It all depends on the place and the attitude of the local law enforcement officials

and the little package of tissues in the booth with the one way glass so you can see the girl putting on the show in the middle of the room is in case you have a cold...
