Cubans in car-boat are stopped at sea

I usually have little sympathy for illegal migrants, but I really truly do feel sorry for them. Those two cars must have been worth a fortune in Cuba, and now they'll be stuck in CUba with a huge monetary loss. However, I realize that the US government can't break the rules just for them.
