I live in an area that one might call not a major metropolitan area. It is what you'd probably call sparsely populated. Tomorrow we are having a local election to do away with our police department. There is an immediate economic advantage to taking this action and it will probably have little effect on our efforts to control crime. We have a drug problem (as does everywhere else) that is far larger than our population. Some people felt that law enforcement was being selective in the enforcement of laws against such activity - damn I hate trying to be politically correct so, at this point we'll put this in plain English. Some people thought that a few people were just flat immune form proscecution - the Sheriff's office blamed the police department and viceversa - then, the PD got over anxious and blew a raid on a meth lab. The division between the two enforcement agencies became a cuss fight and then a fight over jurisdiction. This escalated into a turf war. It seems that the easiest way to deal with this is to eliminate one, or the other - the Sheriff's Office is required by the state constitution - the police department isn't so, tomorrow we'll probably vote it out of existance. This will result in a huge savings money wise, definitely define who has jurisdiction over what, and hopefully lead to better law enforcement. As you have probably surmised - there are personalities involved and personality conflicts that have become the major issue.
