Powell was expresing his opinion on the position taken by elected leadership and their policies during the Vietnam era. The military was used like a chessboard by those in Washington, and the vietnam conflict was never waged effectively. While many were able for many reasons, to avoid going to Vietnam, others didn't. My college roomate was killed in Vietnam and received a Silver Star for heroism - he had signed and received a signing bonus from the Atlanta Falcons. I think if you look at the way the military has been managed by the current administration you will see that the Pentagon has waged all militray action with very little influence being exerted by the White House.
