No ND filter. Shot with an 18-200mm lens with just a UV filter. Tweaked a bit in Photoshop.

what processing did you do?

Hmmm... Adjusted white balance, black, brightness, and contrast using Adobe Camera RAW. In Photoshop, added more contrast, lightened shadows, and converted to Lab Color before adjusting color saturation. Added a bit of vignette then lastly sharpened and cropped.
