not the entire song but the little jaunty intro to "Mucus Shifters" by The Apex Theory gives me fond thoughts of little men bouncing around on pogo sticks and grinning very widely... so I'd say that would have to be it.

Although the lyrics themselves aren't that happy, the music and mood to Sparkle by Phish always puts a smile on my face. Also, the afforementioned Hey Ya! is always fun to listen to.
But I think obviously the #1 happy song would be Little Less Conversation by Elvis, can't sit stilld uring that one

I can think of a number of electronic (funky house/trance) tracks that perk me up and get me movin with a smile on my face....zipper track- needle damage, many from ATB- let's see- one that really sticks out in my mind is Don't Wanna Stop (ATB) It's just beautiful and moving

reel big fish... in particular two songs that i was listenign to today.
beer and she has a girlfriend now granted the songs are about heart ache and loosing someone you love but you cant help but be happy when listneing to reel big fish
