Peugout Scooter wont Start, any ideas?

when hubby 1st started up my daughters peugout Elysio scooter after the winter it was working but going real sluggish with no power,and eventually stopped,hubby had a look and realise the oil pump had gone, so we got a new one, it just wont seem to start, & i wondered if anyone would have any idea whats wrong with it,

Here's what we've done,

New oil pump
cleaned carb
changed fuel
flushed two stroke
changed spark plugs
checked cylinder head
charged battery
put in easy start and it bites but doesnt catch, coughs and spluters and backfires..



Any help would be greatly appreciated.

not familiar with scooters really but I'll bite...

air filter?

Is it electric start only? if it has a kick start as well, try that.

If it is electric start only, are you sure the battery is good? Even though it is charged and holds a voltage does not mean that it is producing enough cranking amps and not letting the motor spin fast enough to start. Just for testing, you can hook it up to a bigger battery (like a car battery... assuming the scooter is 12v and not 6v) and see if it spins any faster/starts with that.

Also it is always worth a spray of ether

When you changed the spark plugs, did you make sure they were gapped properly?

Pull a spark plug, leaving it connected to the wire, rest the plug ( so it has a ground) against the head while cranking the engine. You should see a fat visible arc across the electrode on the plug. I'm guessing easy start is a compression release of some sort? If this is true, and it almost starts when being used, it's either ignition or air supply preventing it from starting. When you pull the plug, it should be wet from fuel, but not oil soaked. I don't see where you cleaned the air filter either. Report back with results of checking for spark.
