I was in Madrid last fall for a few days but didn't do it on the cheap (my office paid). I can suggest some places to go if you'd like.
Cynthetiq offered a lot of good advice in the thread I posted asking about Madrid. He may have some advice about Spain in general.

I've been to most cities in northern Spain. My favorite place by a long shot was Barcelona. It is a far more interesting city than Madrid, in my experience. August is generally a very cheap time to travel to European cities (except near the beach) because a ton of Europeans are on vacation. You wouldn't believe how deserted the cities can be. Hotels usually have really low occupancies, so you're apt to get good rates.

If the opinion is right, they are deprived of the opportunity of exchanging error for truth: if wrong, they lose, what is almost as great a benefit, the clearer perception and livelier impression of truth, produced by its collision with error. ~John Stuart Mill, On Liberty |
