There are four categories: Who, What, Where and Why. Some will be easy, some not. I have as many as six clues to help you along, which I'll supply as needed.

Please limit yourself to one guess, and another guess for each clue I supply. No questions asking for help or hints are allowed. Partially correct answers won't be acknowledged.

Wild guesses and comments are fine. In fact, they can add to the mystery and are fun to read. Be precise when guessing.

The Case:
A person witnesses a string of shootings while working in a foreign country during the 70's, but makes no effort to stop them. Later, after telling others about the incidents, the person wins a prize that rewards "courage and honesty".

The Mystery:
Where were the shootings and what was the person's occupation?

I'll give a hint, based on how some of the other mysteries have gone (I tried to follow this myself, but didn't have the attention span): why are we all assuming it's the 1970s?
