Filling in the answer, it was the Dog City episode of Jim Henson's Muppet Hour. No one else may know it, but my roommates and I watched it about 20 times sophomore year, so it is stuck in our heads.

Easy, The Producers. Go see the stage version if you can, the touring company is going around now if I recall correctly. One of the best things I've seen on stage.
