Well you're one up on me. I never heard of the town. Just looked north and noticed Mongolia fit the bill, then picked the largest city I saw.

No, between the tropic of capricorn and the equator.

In fact I had to go make sure the equator did not run through this park. It's south of the equator, but just barely.
