This just showed up on Snopes. I watched, and was kinda freaked out, but I figured it was just video trickery with staged reactions from the crowd, and left it at that.

Nope. They leave it unexplained due to "the magician's code", but they state that:

I searched a bit further, and it turns out Spoiler: it is two women. The "top half" is a woman who does not have legs, she's just a torso. The key to look for in the video is that Criss helps her lay down on the table. That's to help keep the two women together at that point.

He's a great magician. Lots of distraction, seemingly has random people everywhere he goes. Me no trust that...!
