It's Carla voiced by Rhea Pearlman in the episode where Marge reveals her fear of flying. Homer is kicked out of Moe's, goes looking for another bar and wanders into Cheers.

Would that be Homer's case against the fish restaurant? That sounds like a Hutz. The "All You Can Eat" place where Marge asks if the bread has fish in it, which of course it does.
