I can't recall if it was Homer or the doctor who actually filled out the form, but he definitely responded with that explanation. I was thinking about mentioning the rebroadcasting, or even the bullfighting to round out the animal-themed illegal activities, but tried to stick with potential crimes that occurred on Mr. Burn's yacht itself.
