an attachment is a file that you upload (you transfer) to tilted forum project's server, which they then let people download it to see it (if it's a picture).
Hosting attachments like pictures take a lot of bandwidth (a measure of how much people upload from a server) so in most of the subforums it is disabled. You can find other hosting solutions like photobucket to upload personal files or if it's already being hosted by another you can usually hotlink it (right-click, properties, copy the file location then use the [ IMG] tags (the little picture of a mountain in this forum) and paste it in there) to show everyone else.
