Aki from the movie with "Final Fantasy" in the title (that had absolutely nothing to do with Final Fantasy).
Most of the later FF games' girls do it for me. The girls from Evangelion: {Despite the fact that I don't care for the Evangelion movies...}

Have you ever watched "Blow Up Excess?" Great fun! Large bouncing breasts and explosions. Now that's fun! I just bought the perfect collection. I love anime women. Of course, I'm missing several pints out of a gallon, but that's beside the point.

Chun Li was always my favorite cartoon girl. I used to pass Street Fighter II with her over and over just so I could see her ending. Ever since I started watching Anime, there's just been too many cuties to mention.

I think I'm the only Aunt Haruka from Love Hina fan on the planet. The older chick who runs the tea house a the foot of the Hinata Apartments.
Her demeanor and sanity in the midst of all those kids is wonderful. And shes a looker. http://home.fuse.net/onionmobius/PDVD_002.BMP

I've always been an Emma Frost fan myself. Although pretty much every single cartoon girl out there is hot.

While Kim Possible wears nice pants, some of my first memories of lust of any kind go back to Jun / Princess from Battle of the Planets / GForce
Yup - I'm a pervert. No surprise there. Then again - so was Mark / Ken

What about those girls from Totally Spies? My girlfriend has a 6 year old son and he sometimes watches that cartoon and I think to myself "these girls are way too hot for a kids show."
And I like paintings of women, not really a cartoon but still |
