It is either a steel ball-bearing. It sounds like it moves too much from side to side to be a cylinder.

ball bearing.. you can feel it roll if you slightly tip a whiteout pen off horizontal.. a cylinder will need more of an angle..

the ink in your whiteout pen is a form of paint, and as anyone who has painted knows, paint likes to separate when left to sit. the ball in your whiteout pen is just like the ball in a spraypaint can. when you shake the pen, the ball moves around and stirs up the contents so your whiteout will come out smoothe and consitent.

Ahh, that's what I was going to ask
In fact, I never knew white-out pens had a ball bearing too.

It's useful for decorating binders and Freshmen in high school, then in college people sniff it (not me.) And people still do use pens.

Killer app. for whiteout pens:

Use to label VHS video tapes for the kiddies.
I must have 50 tapes (way cheaper than dvd's used) and you lose the covers or the rabid tots eat them or shat on them, etc. (if you're a parent you 'd understand) ... so, you need to label them and be able to find the one that the brain damaged, wailing toddler is currently OCD about... take it from me, white out is great for writing "barney in concert" in 3/4" printing on the edge of the tape.

Pardon me, while I go try to recover my brain from the kids through alchohol. (I do love them, but it must have been easier when the dad's could just stay out at bars all night and/or ignore the kids 98% of the time)
