Dude gets out of his car. Looks both ways several times. Waves his arm up and down to see if there's a string tied within those 18". Then shrugs and walks away. Too animated to be candid imo.

Plus, it just doesn't look acted out to me.

I think I'd just keep driving. I mean, with caution of course, because one of them may run out in front of the car since I don't know what they're doing. Dunno - just me I guess.

I'm guessing they did the routine several dozen times and a fair amount either slowed down, came to a complete stop then drove off, or just ignored the entire act and kept driving on at a reasonable neighborhood speed. It's a situation to be wary seeing people near curb proximity, but I'm sure it only worked a handful of times, and the video is edited so it shows only the best results of the experiment. That's what I glean from such prank videos at least.
