I think I got the optimal solutions for 1 through 9...10 through 14 or 15 were just 'button mashing' until they went down (15-20 moves), 16 through 20 were all the same puzzle reorganized, and I overthought 21 for a few minutes until realized the trick and I beat it Spoiler: in three moves

Still playing...currently stuck on level 23.
