Sure, I believe that to be art. From some of the definitions I've read as to what art is define as, it fits. I personally think it's really cool. Anything to capture someones attention is interesting to me. This also seemes to be one of those things that you need to be paying attention to the world around you to see. Its not at eye level, so could be easily missed.
